JOINING INSTRUCTIONS - CADET NAUTICAL SITES

INTRODUCTION

  1. The purpose of these Joining Instructions is to provide all corps staff and cadets who are attending Cadet Nautical Sites (CNS) with the foundation needed to prepare for the training opportunity. Cadets should read each part in detail, including the specific CNS annex, with your parent(s) / guardian(s) to ensure that you understand what is expected during your time away.

MISSION

2. The mission of RCSU(A) Regional Training and the CNS is to provide leadership, coordination and training to meet the needs of all Atlantic Region Sea cadets by:

a. encouraging participation in nautical training through quality instruction;

b. development of coaches, instructors and officials;

c. promoting the sport of sailing;

d. promoting the benefit of nautical training;

e. development of technical resources;

f. developing and maintaining regional policies and standards with regards to sail and SCOP;

g. encouraging and facilitating advanced training at all levels; and

h. increase the visibility of on water training throughout Atlantic Region.

TRAINING

3. CNSs operate across the region, under the command of an Officer in Charge (OIC), with each Sea Cadet Corps assigned to a CNS. CNSs deliver Sea Cadet elemental training, with a focus on sailing skills and the Small Craft Operator Program (SCOP). Training conducted at the CNS supports Performance Objective (PO) X24. PO X24 is no longer mandatory for Phases 1-4 to progress through the training program. Cadets are encouraged to attend a CNS and this training may be a prerequisite for some specialized opportunities related to sail training. Cadets wishing to apply for those opportunities should plan to attend and should be given the opportunity wherever possible.

  1. Training will normally occur 0800-1600 hrs Saturday and Sunday. Exceptions may be made to accommodate later arrival times and / or early departure times to accommodate travel time. A sample training scheduled is included in Annex A.
  2. Cadet sail training progress is tracked with FORTRESS and www.checklick.com, the Sail Canada certification and qualification database. When Sail Canada levels are attained FORTRESS will be updated indicating the certification level, however, when levels are in-progress www.checklick.comwill be used to track the cadets' performance until the level is completed.
  3. Checklick. All cadets who have received sail training in Atlantic Region will have an online profile created with www.checklick.com. Cadets will have received their username and password information when their profile was created. The corps unit email address (i.e., 17sea@cadets.gc.ca) was used for those cadets that did not identify as having an email address in FORTRESS. Moving forward cadet's C365 email will be used. Cadets can log in to their account at app.checklick.com. The default password for new accounts is based on the cadet's birthdate, in the format YYYYMMDD. For example, if the birth date is January 31, 1999, the default password will be 19990131. If the username and/or password is not known, please contact Reg Trg O at atl.regional.trg@cadets.gc.ca for assistance.
  4. Sail a Sailboat IAW Sail Canada CANSail levels. Cadets are not required to achieve a specific CANSail level to complete phase training (Phases 1-4). However, given that time and resources are available, if cadets wish to attain a CANSail level, they must communicate their intent with the CNS OIC/Trg O and must perform consistently on ALL skills IAW the specific level checklist and rubric. For further information on where to locate the skills checklist and rubric, local corps staff can contact the CNS OIC. Cadets who have outstanding skills on a previous checklist may, following the actions above, continue their skill development to achieve the CANSail level.
  5. Certificates. CNS staff will submit weekly reports to RCSU(A) for inclusion into Sail Canada's online sailor qualification management tool, www.checklick.com. Regional training will generate certificates. Normally, RCSU(A) staff can access Checklick by the end of May. Certificates and badges will be mailed to the applicable corps using the address information provided in FORTRESS.
  6. Training Results. Local corps are to be provided with an electronic copy of the in-progress CANSail check sheet for their cadets by CNS staff and will also be available on C365. Electronic transmission is usually most practical. If corps staff believe an error or omission has been made, they are to first contact the applicable CNS OIC as soon as is practical. Contact information is available in the applicable CNS Annex.
  7. Training Feedback. Upon the conclusion of training, feedback can be entered online at https://forms.office.com/r/UUHByeytBt.

  2. Support Cadet Eligibility: All Support Cadets must also meet the participant requirements above and are required to be registered in the FORTRESS serial as a "support cadet" and not as a "participant". If a Support Cadet is to be registered from a corps not assigned to the serial, the CNS OIC is to liaise with the corps CO and the Reg Trg OPI to ensure the cadet is registered. The Reg Trg OPI will liaise with applicable Area staff to ensure logistical requirements are coordinated.

Any emergency medical treatment for cadets will be provided in accordance with Canadian Forces Administrative Order 34-45.

  1. Training injuries can and do occur. In addition to trained First Aiders, each CNS has a Risk Management Plan to identify and put in place strategies to manage each risk, and Emergency Response Plans to safely evacuate injured cadets from training sites to professional medical care in a timely fashion. Each CNS also has Fire Orders, which are read to all personnel upon arrival at the CNS.
  2. Parents / guardians and corps staff must be vigilant to identify any potential symptoms of illness prior to sending cadets to a CNS. Any staff or cadet exhibiting symptoms (flu-like, diarrhea, sore throat, vomiting, etc.) within 72 hours prior to the weekend cannot be allowed to proceed to the CNS. Corps Commanding Officers (COs) are responsible for ensuring parents/guardians, cadets and staff are aware of symptoms and methods for preventing the spread of influenza-like illnesses.
  3. Corrective Lenses. Either eyeglasses or contact lenses are suitable for expedition activities. Cadets are responsible for the safety of their eyewear and are expected to exercise due diligence in avoiding or preventing the damage or loss, including wearing a retaining strap. Cadets are encouraged to bring a second pair since replacement or repair will not be possible during the activity. If broken, lenses and frames for corrective eyewear may be replaced by CF Health Services in accordance with Cadet Administrative and Training Order (CATO) 16-07. Any damage or loss must be directly attributable to training or duty and have been unavoidable. If contact lenses are worn, DND will not assume any liability for damage or loss.

Cadets may maintain their own medication at the discretion of their parent / guardian, provided the cadet has knowledge of why they require the medication, times to take the medication and can do so without prompting. These cadets require a completed Annex D, which is their agreement to independently manage their own medication needs and not to share and to control access to their medication. This form must be brought with the cadet to the CNS. Any medications accompanied only by a completed Annex C but not Annex D will be held and administered by the OIC for the duration of the training and will be returned with the Annex C form upon departure. Should any prescription medication be considered a controlled substance, self-administration will not be permitted, and the medication will be held and administered by the OIC for the duration of the training.
  7. Cadets who are prescribed an epinephrine autoinjector (EPIPEN®) are required to bring it along with a copy of their Anaphylaxis Emergency Plan, and to always carry it on their person. Staff must be made aware of, and always have access to, the epinephrine autoinjector (EPIPEN®) and the Anaphylaxis Emergency Plan, along with any other medications required for acute illness/injuries, such as inhalers ("puffers").
